Dr. Roberto de Pinho is a Senior STI Policy and Indicators expert and Data Scientist with extensive experience in strategic analysis, leadership and data science, working in an international context and excelling in a broad range of fields

Working frequently in partnership or at relevant National and Multilateral institutions, his efforts have shaped Science, Technology and Innovation (STI) Policy and Indicators and produced relevant studies, working papers and reference documents in collaboration with experts from institutions such as the OECD, UNESCO,  HSRC (South Africa), Intergovernmental Oceanographic Commission (IOC) and IBGE (Brazil’s National Stats Office).

When engaged as a Science Diplomat at the UNESCO Institute of Statistics and being its Head of Section, Science, Culture and Communication, he coordinated team efforts to advance Global STI, Culture & Communications Statistics.

His experience in managing complex structures includes being Deputy Secretary at the Secretariat of Science, Technology and Innovation, State of Bahia, Brazil, leading more than 200 people towards improving Science and Innovation for the state (10 million population).

He is a Senior Science and Technology Analyst at the Brazilian Ministry of Science, Technology and Innovation, currently working at the General Coordination for the Ocean and Antarctica and delegate to the OECD’s National Experts on Science and Technology Indicators Working Party (NESTI) and the Global Science Forum (GSF). 

Dr. Roberto de Pinho holds a PhD in computer science and computational maths from the Universidade de São Paulo – USP and a MSc in Energy Industry Regulation. His academic career includes teaching experience at both undergraduate and postgraduate programs and postgrad course coordination. He is fluent in Portuguese and English and has proficiency/working knowledge in French & Spanish

His critical thinking, systematic view, leadership, and intellectual curiosity associated with state of the art Data Science skills have enabled actions, insights and advances in different domains, as diverse as: STI Policy, Monitoring & Evaluation; Bibliometrics; Ocean Science Policy; Energy Industry Regulation, Country Statistics Comparisons and Data mining & Information visualization.

Highlights

  • STI Policy designed and conducted as Deputy Secretary at the Secretariat of Science, Technology and Innovation for the State of Bahia was recognized by the Brazilian Secretariat of Strategic Affairs as one of the two “pioneers in promoting FabLabs as a public policy aimed at technological education”, 2015.
  • At the Secretariat of STI for the State of Bahia, closely coordinated initiatives that: (i) changed the secretariat’s structure to better coordinate efforts with the State Secretariat for Education; (ii) recovered more than 7 million USD in Federal funds; and (iii)  designed a new prize to boost visibility of Women in Science in partnership with the State Secretariat for Policies for Women. 
  • He is an acknowledged contributor to the OECD’s Frascati Manual 2015, the de-facto reference for Research & Development Statistics. He designed and helped setup the online collaborative environment that supported the revision of the document;
  • He works with and has taught multiple programming languages, now mostly the R Statistical Environment.
  • His volunteer work has included:
    • Member of the Advisory Council  @ Center for Science, Technology and Innovation Indicators – CeSTII – at the Human Sciences Research Council – HSRC (South Africa);
    • Member of the Board of Directors @ Carlos Costa Pinto Museum (Bahia, Brazil);
    • Member of the Jury and of the Assessment committee for International, National and Regional Innovation Competitions: 1776 Challenge Cup, ENAP Concurso Inovação no Setor Público,Prêmio Inoves, Prêmio SENAI.  
    • Maintaining Online Covid-19 dashboards  and daily twitter postings of covid-19 data and charts hosted by regional university;    
  • His publications include co-authorships in chapters & articles of the Global ocean science report 2020, The Journal of Technology Transfer among other journals, OECD working paper series, and scientific conferences & books.  His 2007  article is the first to use “Visual Text Mining” .
  • Founding member, IT Director and second Chairperson of the Board at Primus Soluções Integradas Empresa Júnior (Junior Enterprise). Primus was the 2nd Junior Enterprise in the State and the 1st to have a multidisciplinary nature and approach, (1992-1995);
  • Myers-Briggs Type Indicator (MBTI) evaluation by certified professional: ENTJ “The Commander”;
  • Class speaker for his undergrad and master degree classes
